From Utsunomiya > South on 293 is generally easiest and a straight shot to the city.Just continue to follow the signs.
This is also highway accessible, again follow the signs, although I recommend being familiar with the toll road system or have a GPS on hand.
This flower park is well known around the area as being one of the loveliest gardens to go and see. It has a variety of different flowers that bloom throughout the year and thus no matter when you go it is sure to be lovely. They have called this the 8 Floral Seasons.

The most famous and crowded time of this park is during the early April season. That was when I went and recommend going if you only have one chance. When the Wisteria (Fuji) just start to bloom. The whole park is alight in colors, purple, yellow, pinks and whites. The azaleas are all in full bloom as well so they are all just large pillows of color up and down the hills of this amazing park.

Although I'm not the best, nor the worst photographer in the world. I can by no means say that these or any other photos that I've seen are nearly as impressive as the real thing. I recommend seeing it first hand.
Yes, it will be crowded and the tickets cost 1600yen(adult) during that time since it is the most popular season. Different seasons will have different prices associated with them. It is best to check on the website for the most current price listings. Right now an adult is 300yen/ child is 200yen. Even with the price hike during this time it is still an exceptionally lovely and fragrant place to be.
Be sure after you are all finished to look in your cafe book for places near Ashikaga and go give one a try on the way home. I'm sure you'll want a delicious drink and some sustenance to fortify you for the drive home.
